Have you tried http://www.angieslist.com ? I watch the weather channel every morning when I'm getting ready for work and they have an ad running.
Supposedly it is a place that allows people to give their honest opinions/reviews of general contractors, plumbers, painters etc. for their area to help point out the truly great ones and the ones to avoid for other homeowners. It might be a good place to start.
You could also call the San Diego town hall and ask to talk to the Building Inspector. He might be able to give you a few leads for local contractors that are reputable.
Try asking around at work and church too for recommendations you can trust.
