hi i can help with your question. new york, contains the most best music schools [in my opinion.] juilliard is the top school in new york, and 3rd ranked in the world. manhatten school of music, is also a very good school, & mannes also. however, mannes is good for guitar/theory teachings. manhatten is good at wood/brass. juilliard is good for strings. i would say to first go to mannes, then practice and audition for juilliard.

I've heard lots of people raving about Mannes College in New York. I'm told they have a great voice program. There are always such places as Juilliard, too. Very good reputation, and Manhattan School of Music is getting good reviews, too.
Best of luck,

In Canada suggest University of Toronto, McGill University, Western, Mt. Allison, and the Toronto Royal Conservatory of Music.

That would depend on what you wanted to do with your voice when you were done with your training... opera, pop/jazz, musical theatre, artsong... all require teachers who know what they are doing to train you. Pick the school that has a faculty who is (or has been) in the style you want to sing and go from there.

One doesn't go to a school. One goes to a person teaching at that school.
This is true in many fields and especially in music. There are dozens of 'best' music schools in the country as in, you would get the best education at them. But the key is whether you enjoy your study and YOU feel fulfilled. This is achieved in no small part by studying with professors who inspire you to achieve more.

It's not "in the country", but check out McGill University's Schulic school of music in Montreal, QC.

Is this two separate questions? The answer to both is Berklee, but then I am a modernist. North Texas is not too slouchy, either. As other answers state, choose the school that has the faculty or teacher which appeals to you most..

It depends on what style of vocal performance you want to learn. The majority of colleges teach the classical/operatic style of singing, you'll have to look harder to find a college of music that will teach you pop/jazz style of singing. If I'd had the money, I would've gone to Berklee http://www.berklee.edu/.
