To update you would need to buy the Windows XP update.
Then the Windows Vista update.
But, if you're running Windows 98 its highly likely that your PC wont be able to run Windows Vista, so you'll eithe have to make do with XP or buy a new PC, in which case, you'll be able o buy Windows Vista already installed.
It doesn't leave you with many options, but Vista is the first Windows OS that demands more from the PC, rather than suiting to fit and work with what its got. Makes it a better program, but most people cant run it. At least not comfortably.

The most up to date is Vista, but if you are running 98, you will probably need to invest in a new machine as Vista uses a lot of resources that a machine running 98 did not need.

first buy a new computer, there not as expensive as they were when they were sold during the days of Win 98. 400-500$ will get you a brand new computer with Win Vista, brand new OS you will jump right over XP, thought there are many thing different about 98 and Vista

You need to buy Windows Vista if you want to most up to date, but i would wait six months or so until they have sorted any bugs in it and made it better than first release. It currently costs around £99 for the basic version.

You need to get rid of your computer and buy a new one - highly unlikely that a PC this old (Win98) would run Win XP or Vista
Go to Microsoft website and see if your PC will take XP

If you have a legal copy, all you have to do is connect ro the Microsoft site via IE. Tool---Windows update. Should download all the updates you need.
