It could be many things.
1. Might not be eating enough food to support a calorie surplus.
2. Might not be eating enough protein.
3. May not be drinking enough water.
4. May not be giving muscles enough time to rest.
5. Might not be getting enough sleep.

You've probably heard of what's called "shocking" the muscles before. Basically you need to keep changing your routine to keep the muscles guessing. They adapt fairly quickly. www.bodybuilding.com has some good routines to keep things fresh as well as some good articles and good prices on supplements.
