I just bought a winer dog who is now 10 weeks old. The first night i bought puppy pads she Immediatly went pee on them and still has been ever since. However she will not poop on them if her life depended on it! I do give out treats when she does use the pad for number 1 and i do punish her if she goes on the carpet, which is 10 minutes in her kennel.
What do you suggest??

This may be gross but if you take her number 2 and put some on one corner of the pad she is not using. Dogs use the pads by scent. In the past when my puppies peed on the floor I used the pad to soak most of it up. Once their scent (urine) was on it that's where they would pee. Dogs will not poo in the same place that they pee so you may have to use more than one pad. I'm not sure why but they just wont. All my puppies were like that. They had one pad to pee and the other to poo.
