It depends how far along a relationship is. If it's merely on the 'startup' that would be entirely appropriate. However, if you actually had something going on, it's not a great thing to do, but if it's mutual as you mention, then you aren't really at fault per se.

I mean, there are people out there (me included) that realize that I could not break up with a person face-to-face so I just did not call them at all. I knew that if they liked me (even though I did not care for them) they would call and call until they get the message. That is not a cool thing, but, if they are not calling you back either, maybe they did not like you and they are trying to break up with you and hope you forget about them as well and move on.

No, it is cowardly.
If you want to break up with someone, tell them, and tell them why. They at least deserve an explanation.
Wouldn't you want the same? That's what etiquette is about - being considerate to others.

to leave someone hanging not knowing for sure what is going on is not cool at all
you should at least have the decency to call them and let them know you no longer want to see them...you know, be human about the whole thing.

How would you feel if somebody just stopped calling you?
You owe it to yourself and to your former friend to have a "nice" (no yelling, calling names, or "Well I didn't like you to begin with" statements).
Sometimes former dates, will set you up with one of their girlfriends.
