Appears deceased is kind of vague - you always have to assumed they are alive unless they have decomposed.
Of course hind-sight is 20/20...but I'd like to think in that situation I'd check for vitals on the baby, get back-up & get medical help for both child and male suspect asap, & get your partner under control. I'd probably report him.
If you get any PTSD symptoms get yourself help.
Can't imagine that is an easy thing to watch.

Assuming you are the officer.... Find out if the child is breathing, and/or has a heart rate. If not, try to resuscitate breathing or preform CPR & call a paramedic right away. In the meantime I would advise my partner to handcuff the man (when they are very violent like that sometimes they cuff his feet as well) & make sure he's kept at a safe distance. Wait for paramedic.
If you are not the officer... I would do the same thing, but first call 911 & the police.

First I would check to see if the infant actually is deceased and call for an ambulance. If the infant does have signs of life CPR would be started.
While doing the previous stated things, I would yell to my partner to stop beating the unconscious offender, but would not physically stop him until I was sure either A. the infant is definitely deceased and cannot be helped via CPR or B. paramedics arrive.

First of all, you attempt to revive the infant and call EMS (preservation of life is the number one priority). Check on the male as well but know that he is under arrest. Call other units/supervisors/etc. Once EMS attend and the child is taken by them, call other units to attend the hospital (following EMS - maintain continuity). I assume that the male is taken to the hospital as well? If so, have one officer attend in the ambulance with the male (as he is in custody). Contain the scene and gather all the evidence, etc. Take your investigation from there.......Homicide?
Talk to your partner and ensure that his actions were to 'stop the threat' and the force used was necessary to stop that immediate threat to another life.

I assume "you and your partner" refers to police officers.
It is your job to report the incident when you file your report. Your report should include a description of your partner's abusive (even if warranted) behavior. If this is not possible in your precinct, then you should report that matter to internal affairs.
OK, but what is the NEXT course of action. It's to restore "security" of the area. You get your partner to stop beating the suspect. You then call for an ambulance.

Stop him from continuing to strike the unconscious man, handcuff him. Call paramedics, and check the infant for signs of consciousness- perform mouth to mouth or chest compressions. That's kind of a sick question though.

What a horrible scenario! However, 1st things first - call for EMS or your version of paramedics (for the child and the male subject). Next, would be to stop my partner from beating the unconscious male. Call for a supervisor.

Call for an ambulance and backup. Put cuffs on the suspect and see if there is anything that can be done, as in first aid, cpr, for the infant.

Hold on there. Are you saying you and your partner are both police officers???? Take care of the child first. Make sure the paramedics are on their way. Tell your partner to stop hitting the guy or else he might kill him and be in serious trouble.

My next course of action would be to handcuff the suspect for officer safety, call 2 ambulances (one for the infant, one for the scumbag suspect) and place the suspect under arrest for either murder or attempted murder, depending on the condition of the infant.
