You can turn the PDF into a picture file like a .bmp or a .jpg by using print screen (or prt sc, it's on your keyboard). This saves your current screen to the clip board, so just open paint and paste it to a new paint session (this is what I do, because I'm a master of paint, and only use Paint Shop /Photoshop/ Gimp for labor intesive things.

That's the easiest way.

If the originator wanted you to be able to fill the forms in on screen they should have created the PDF files with form fields - that would allow you to fill them in using a PDF reader software. However, check first if you are allowed to fill them in on the screen - some official forms require you to hand fill them in. Otherwise there is a simple way to do this if you had the full blown Adobe Acrobat program.

You will need to pay for a PDF editor, failing that just print it out and fill it in by hand. It is a feature of PDF's that they cannot be changed without a proprietary editor.
