Just because he hasn't kissed you doesn't mean he is shy. He may just be one of those who don't want to kiss someone untill they feel that things can work out between you. If you are so concerned about it you should ask him.

Well why don't you kiss him then? If he is shy, he probably doesn't recognise the signs you've been giving him or e's too shy to act on them. Make it easy on the poor guy.

He may have decided not to get into the closeness thing for any reason. If he is shy... you know you can ask if you may kiss him.. right? Be flirty but not slutty. You don't want to scare him away. Take your time. Most importantly... be sure you know his sexual preference. He may be gay. You never know.

It could be shyness; it could be gayness. It could be a big matter of things. But most likely, you guys just haven't had the chance, opportunity, or guts to actually go forward with it.
If you want the kiss, get it yourself cause it seems like he's not going to break the ice.
