A very personal, subjective question; therefore, personal/subjective answers.
1) Make it mean something. It may not be terribly deep, but I'd prefer something relevant. This can be anything from your faith, life experiences, hobbies or so on.
2) Make sure you have a good artist. Don't go cheap - "Good tattoos aren't cheap, and cheap tattoos aren't good".
3) If it's more than a very simple bit of flash, work out a sketch with the artist. Don't worry if what you want is a small bit of flash. Size doesn't matter.
4) Don't stress over the pain of any location. Pick what you want and where you want it. If you want it on your shoulder blade but put it on your arm because it hurts less, that won't be "nice". It may still be cool, but it's not what you wanted.
5) Finally, take suggestions, but in the end make it yours. Don't let us tell you what to do if it conflicts with what you really want.

nice tattoos are relative. the thing that makes a tattoo great is the artist that does it. i have seen wonderful tattoo ideas turn into crappy tattoos because of the artist lack of skill. and i have seen the most plain and ordinary thing turn into something amazing to look at. whatever you want or think you may want will only look great if you chose someone who is extremely talented. you should check out my artist's portfolio:

I got an eagle over 10 years ago and I still love it.
Classic, beautiful.
Don't get a tasmanian devil... heheh... I heard those are the ones that people want to get covered up when they get older. #1 tattoo to get covered up.

I would like to get tattoos of my nephews' astrological signs; one's Pisces, one's Virgo. I want them to be right next to each other on my ankle, about the size of a dime or nickel. If I ever have kids I'd eventually get theirs on my other ankle.
I already have a dragon tat on my R upper arm. It just has to be personal to you.

If your a christian, I have seen some of my students with some beautiful signs of the fish on their neck an one on a inside wrist. Very simple yet tasteful.
