If in the US you have U of Oregon and Oregon State University then in Canada is the a UBC and a British Colombia Province University?

Actually yes. Most (perhaps all) provinces do have institutions which are their provincial universities. But usually this confers no special status different from other public universities, the term itself is little used and most people are not aware of it. So for instance the University of Toronto is, legally, the provincial university of Ontario. But hardly anyone even knows that.

What you may equate to a 'state school' in Canada could be the provincial community colleges, but they are ususally trade-related. Univerisities are public-private ventures with a mix of government funding and private school senates. They would more closely resemble a private university like perhaps Notre Dame except that the gov't sends them money each year to essentially subsidize tuition.

They are not State School per see. Univerisy of Quebec, for exemple, is spread all around Quebec but most of the individual department are independant and the only commun factor si that they receive money from government. There are also private university.
