The .NET Framework is made up of four parts, the Common
Language Runtime, a set of class libraries, a set of programming languages, and the ASP.NET environment. The .NET Framework was designed with three goals in mind. First, it was intended to make Windows applications much more reliable, while also providing an application with a greater degree of security. Second, it was intended to simplify the development of Web applications and services that not only work in the traditional sense, but on mobile devices as well. Lastly, the framework was designed to provide a single set of libraries that would work with multiple languages.

Well the best place to find answers to that would probably be going to the source, Microsoft, and looking up the product specification. I've also included a link to a nice Wikipedia write-up on the product.

The .Net Framework is what people install and run in a package on their computers if they do a lot of programming and what not. I use it on my machine because I code in Visual Basic, Java, and C++. Its a lot of built in, ready to run packages that go hand in hand with the programming languages that let you add things into your program without having to go and code them yourself.
