I was asking, hypathetically, if there is a parent who is disabled and has nobody to help, no friends or family, IS THERE A SERVICE, ORGANIZATION OR ANYWHERE to get IN-HOME care and DAILY ASSISTANCE with their children that DOES NOT include foster care or taking the child out of the home AT ALL. These parents in question do NOT abuse their children, they are poor and disabled only. Thank you for considering the actual question i am asking.

I would think a Home Health Aid is the answer. Contact your local government official, a disability support group, a therapist, social workers. Even the person's doctor's office or hospital should have a hold on this information...and you can also ask your local librarian for a lead on this information...don't forget to contact the local churches...and usually where there are pantries or shelters there is a lead also. If there is any agency that would want to take the children and that needs to be argued find out about legal assistance in the matter. You know what maybe an attorneys office is where you want to start.
Peace.

There are many social service groups that aid people with disabilities. If there are children in the house that are being cared for, as in being fed and clothed and clean and going to school, there is no immediate reason for any agency to take the children out of the home. Such a family should not be affraid to seek aid for fear of losing the children.

In Canada it is called "Home Care" or "Home Support". Either will give assistance to those that need it in the home. I do not know if there is a fee for the services, but there are requirements that need to be met. You might want to check and see if something like that is available in your area, or the area where this person is you are talking about.

If they are disabled, perhaps they go to the doctor or hospital regularly. If so, there should be Social Worker assigned to their case. The Social Worker should be able to help with issues like this. Good Luck!

Everybody calls it by different names. In the town I lived in in OH it was the board of MR/DD. Here in CO they call it Rehab.
You have to research your area to find it, but there are a lot of services special needs can get at home.

It may depend on where you are and what disability they have.
Try the local foundation for disabilities.
Try the government systems they might not have them, but might lead you to organization that could.

I would say check with the local church for help... have them raise money to help for in-home care for this parent...
I know these things happen and I know churches or services will help....

This is usually done on a state level. You will need to contact your local states dept of rehab services or human services.
