Sometimes you are baptized in the Holy Spirit first, me for example then you get baptized in water or not. I did.
Some times you get baptized in water and go on for years without the Baptism of the Holy Spirit. Then get Baptized.
Sometime you get baptized with water and never get the Baptism of the Holy Spirit.
This is the most dangerous one--you think that you are saved and you are not. You are the religious.
In any case It is God, the Lord Jesus that Baptizes you with The Holy Spirit, that is to say, HIMSELF.

According to Jesus Christ, water baptism is necessary for salvation, and the Holy Spirit does the actual work, while the minister of the sacrament handles the water, and says the words, "I baptize you in the name of the Father, the Son, and the Holy Spirit."
Anyone who believes or teaches otherwise is playing a dangerous game with their salvation, and with the salvation of others.

There is also a passage where Paul puts his hands on the head of a person and that person received the Holy Spirit. This why many Protestant denominations and Catholicism does Confirmation to receive the Holy Spirit or be sealed with it as they called it.

Baptism is a sign to everyone that you have found faith in God. Not when you are a little gerber , how would you know what it means ? It Does Not Mean you are going to heaven either, that is a work of man , it is the work of the holy spirit . Like I stated ...you have found faith in God . The thief on the cross wasn't baptized and he was going to Heaven.

Baptism is a step of identification with Christ & symbolism that you have died with Christ to walk in newness of life. It is also a step of obedience.
You receive the seal of the Holy Spirit when you receive Jesus Christ as your lord and savior.

It is not necessary to be baptized to receive the Holy Spirit.
Baptism is a step of faith and obedience because Jesus told us to do it, as He did.
