i got a 1 bad of mix from a friend .. and wrote down the instructions .. and noticed i didn't write anything down about Milk .. do you add milk to the recipe ?

Most packaged brownie mixes do not use milk these days, they only need egg(s), water and oil.

add milk to balance the consistency... better than water. I know that most mixes call for some egg and oil...

In my opinion any baking recipe is better to add milk as opposed to water. milk gives it a better moistness to it
