Within a few weeks to a few months of the birth

A few weeks is really good but if u wait a few months, you'll a good reason why you waited so long. If you wait up to a year or more, it's like you were ignoring the new family and baby.

A year! Then that would be the time you send their 1st b-day gift!!

I would say 3-4 months!

If you are really close to the person, I would say 2 weeks.

A year?!!!!! It depends on when you found out!!! Normally, you would send a gift within a month of the baby's birth (if you were notified).

I think as soon as you can as the parents will be waiting for congrats. If you can't afford a gift a card is nice. One just needs to acknowledge the birth.Parents are happy and your guilt is all gone.
