To obtain replacement plates:
In person:
Visit your local DMV; make an appointment for faster service.
Present a valid California driver license or identification card.
or
Out-of-state or out-of-country driver license or identification card and one of the following secondary photo identifications:
A valid passport
Military identification card
Identification card issued by a state or United States government agency
Student identification card issued by a college or university
Identification card issued by a California-based employer
Surrender the remaining plate(s)
If your current address is different from the address on DMV’s records, you must also provide:
Proof of ownership (a copy of your title or registration card)
Police report, if your plate(s) was stolen
A vehicle verification completed by the California Highway Patrol, if replacement plates were issued within the last 90 days
Complete an application for replacement plates. Refer to the chart below to determine the appropriate form.
Pay the required duplicate or substitute fee:
Regular series fee
Permanent Trailer Identification fee
Disabled Person and Disabled Veteran fees
Special, Special Interest, and Special Equipment fees
Off-Highway Vehicle fee
Moped fee

You were originally given two, and if you only have one now, you are in violation of the law. Go to the DMV and report you have lost a plate. Pay for a replacement plates.

If I see the front i imagine it really is someone from the following (Michigan) with a California plate in the front for adornment (quite common for some reason) because we do no longer have the front plates. even if it really is a official California vehicle i imagine wow what a lengthy rigidity

You can't get a replacement for a single plate (unless you have vanity plates). You will need to surrender your old one (if they remember to ask) and get a set of new plates with new numbers.

They issue 2 but many cars have no place to put the front one on or you will block the grill and your engine will overheat.. I don't think its a violation in that case.
I called DMV and she said to talk to law enforcement because they would issue the ticket if they felt it was justified.. and so I sent the CHP an email at:
PublicAffairs@chp.ca.gov
you might want to do the same.
