If that someone has a paypal account setup. But its not a wide use service there.

I would ask if that person has an account with paypal first. If they do, its like to they Checking/Saving account so they can withdraw many from chine.

Um.. Yes it is.. PayPal is definately setup in China already.. however you can only access it and conduct transactions domestically within China..

Because the currency is non convertable at this time, you wont be able to do transactions in Dollars to RMB and do business in China.. I don't expect this to change anytime soon..

If you are looking for ways to get payments in China there are several options available.. (another topic) but if you are looking for paypal type service.. Alibaba, is the most popular and widely used.

Revised:
OKay so you need to make a payment: Not what you said in your original post.. You have two choices. You can wire the money to their bank account from your bank. It takes between 47 and 72 hours or you can use western union like someone else suggested.

It depends on how much money you are sending.. Western Unioin Charges like 20% so the more money you send, the more you pay Western Union.. If wiring by Bank, then it should be a flat bank fee of around $40 Just keep in mind you are paying in Dollars not RMB, so get the FX rate agreed to and pay accordingly.. You can get hurt on the FX depending on how much money you are wiring.. (FX = Foreign Exchange Rate about 7.78 Rmb = $1.00)

If you have a bank account in China like ICBC, than you can wire money direct from your bank in China to the sellers bank..

Here is the web site for PayPal China: http://www.paypal.com.cn/

Good Luck!

XOOM and PayPal are not available in China yet. You might be able to send money using Western Union or an interbank transfer.
