an arts degree will NOT be competeitve for a commission in the Navy. the Navy needs Hard scinece degrees like Engineering and Computers. thay accept maybe 10-15 new PAOs(Public agffairs Officer) across the board from allCommissioning sources each year.. out of thousands of applicants.
Additionally, the chance of getting the MC rating is also very slim, the rating is a new one, formed of a large merger of several , including PH.
If allyou want to do is Photography, you may have to look elsehwere. OR you could enlist, serve your time, and then use your GI Bill to pay for a Arts degree.

It depends on what you want to do? Do you want to be a photographer or do you want to be an immediate leader. If you enlist you can review the ratings (job title) that best fit what you want to do. Better chance of getting to use your camera. Hint! Check the chance for advancement in the rating before you take it, most ratings that involve photography are small in number and very slow in advancement. You have to fight for a billet.
If you come in as officer through OCS or the ROTC, there is no guarantee you will be a photographer, no matter what your major is. You may find yourself on the bridge of a cruiser, or the division officer for the Deck Division. Needs of the Navy.
After thinking about it very hard, make your decision. If you have the ability to go to college, take it. Military service is a honorable thing to do and you can get some good schools as an enlisted person, but a college education is the best thing. Fair wind and following seas!

If you want to actually take photos for a living as part of your Navy career, you should enlist as a photojournalist.
Officers are leaders, performing management functions, and do not do photography on a daily basis.

Officers are paid a bunch more and their living quarters (in the Navy especially) are much better. Go to college ROTC.

Join now. They will pay most of your schooling, and the 4 years count if you should decide to stay in to retire. If you stay you will regret not having the extra years.
