The easiest way is to put the cherished number on to retention. (less hassle than doing a direct transfer) Forms can be picked up from the post office. Cost in the uk is about £105 you will need the cheque payable to the dvla, enclose mot cert if applicable, copy of insurance and V5 registration document. The number will be sent through to you on a retention certificate that can be given to your dealer so they can assign the number straight to the new car.

You can also download the required form (v317) from that site.
You have to fill-in the form by hand, as it requires the signatures of the registered keepers of both cars.

Go to the license burreau (BMV). In Ohio it's less than $10 to transfer plates. You need id, old registration and title or memorandum title. The title must go from same name to same name or else you have to get new plates. Ohio also has a new website to do it online.

bring proof of ins. & tittle to dmv
fill out wrong form & wait in line
fill out right form & wait in line

UNSCREW THEM OFF THE OLD CAR, AND PUT THEM ON THE NEW ONE !!!! EASY BUT VERY ILLEGAL.
