I wouldn't trust anyone who says I have to pay something in order to get what they say is legally mine.
Go to your local lottery office and verify that these people are legitimate.....I'm thinkin' they are not

Yes, it's a scam. They will keep your money and you'll never see anything. There are a lot of them going around.
