Hello, shy girl. Is this person the crush of your life, or is he someone who likes you (but you don't know how to tell him the feeling is mutual)?
Case One: The best way to tell a person that you love him is to tell him straight up - verbally! But since you're too shy to do that, let's try something else --- they say action speaks louder than words - so let's do some body language. Nothing fancy, just make sure that when you're in the same room, your body is NOT turned away from him - what he should see is your face; not your back! Go for eye contact - once it has been established, lower your eyes for a second (playing coy) and resume eye contact again. Repeat as necessary. Kinda like sending morse code messages with your eyes. If you need to practice, use the mirror.
Tell your very close friends about your crush - be sure to give strict instructions to keep it a secret. Voila, in no time at all, your little secret has reached his ears and he now knows that you fancy him. Now, let's wait for him to do the next move.
Case Two: Same as above. Only difference is your job is a lot easier coz he already likes you in the first place.

Are you and this other person in a relationship! If not stop reading...if so then continue! Being shy is cute. :) There is always more than one way to express your feelings. You could be sneaky about it and get a card that says I love you somewhere in it. THe person would be totally stunned. You could write it. If you are in to music you could sing it. Or you could simply go against your regular self and put it on that person! Treat telling this person you love them with as much romance as possible. don't be worried about their feelings. Be real. I hope this works shy!

Find an appropriate greeting card (some have poetic verses that may echo your sentiments) and include a personal written message. Doing so can avoid the possible awkwardness of a personal encounter, if you're shy. Just be broad and general in your message. That way, you leave him the space and comfort to respond in a natural and honest way.

get drunk. That might not be the best plan though. Perhaps just practising alone until you are ready to talk to him. Don't pussyfoot around it though. You have to be assertive so he knows your serious. It will be especially effective if you're a shy reserved person adn you tell him with conviction that you love him, he will be more likely to believe you, and hopefully reciprocate.
edit: ugh.. DO NOT text or e-mail him, unless your 13 in which case yeah, go for it.

u can either write a note or u can call on the phone, if u want to say straight to the person's face u can just lean forward a little and whisper it to the person's ear and a big juicy kiss.

well you can get in a confersation there is nothing wrong with saying i love yo uto a person. Well wait are you going out with him if you are just say i love you it doesnt matter how it sounds if he likes you a lot then he will not care how you say i love you

You can't tell a person you love him vocally. Your heart will speak for itself. You don't need to use your mouth.

get him a card and a flower or something that he likes (just because) and write on the end of the card i love you. not only will this be romantic but it will make him love you as well

just tell him 'hello'. seems your statement that you are shy means you dont actually know him...he doesnt know you. so start a conversation with him. go from there. good luck peace
