Get a program called CDEX from here: http://cdexos.sourceforge.net/download.html
Get the LAME MP3 Codec from one of the links here:
http://www-users.york.ac.uk/~raa110/audacity/lame.html
and extract the files with a .dll extension into the CDEX installation folder (usually under program files > cdex).
then, in CDEX, go to options and on the encoder tab, pick the LAME 3.96 dll.
then simply press F11, choose your wavs, and hit go.

There's an excellent free program called "Audacity" that will do this for you. It's available at the below link, as well as an add-on called "LAME mp3 encoder" that works with it. Download Audacity and install it, and put the "LAME mp3 encoder" in the same folder as Audacity. Open your wav file in Audacity, and then choose "Export as mp3" under the File choice on top of the program's selections. That'll do it for you. Good luck.
