Say: Would you be interested in going on a date with me? If he responds quickly and definitely ask him How about this Saturday evening? You will be able to tell by how eager he sounds, how excited he sounds, how ready he sounds. If he is non commital and hesitant then he has issues. Some may have to do with how much he likes you and some may have to do with his self confidence and some may have to to with other people or circumstances in his life that have nothing to do with you. To find out about all that you are going to have to skillfully ask questions starting with general and moving to more specific.

If you want to know just by a phone call, you're going to have to ask and get some words back.
"You know, I really like talking to you. Can we try a date sometime soon?"
"I like to hear your voice, but I'd really love to go out with you somewhere..."
If he agrees to a date, it's pretty likely that he's more than casually-friendship interested. When you get together face to face, it will be easier to pick up signals from body language and expression.

Why wouldn't you meet the person? That is the best way although still not 100% certain. It's us, people, you know?
