It would help if you give your source. However I believe that what you are refering to is in the bible in Romans Paul was talking to the Romans. But the thing is that it is nonsense, Paul hated the Christians and he was actually Jewish. He pretended to convert so that he could mislead the masses of Christians. Also this is the bible and it has been changed, do some research and you will find out a lot more.

Not sure of your meaning, but there are sins of commision and sins of omission. Which means that we can sin by doing things God has told us not to do, OR by failing to do things God has commanded us to do.
