Not much you can do, i have one Border Collie who loves to lick anyone she trust, and a half lab/half border collie who licks almost as much. just concider it a compliment. She likes you. The only thing you can do it tell it "no" is a stern (not yelling, just harsh) voice once, and push her away. Keep doing that everytime she tries to lick you. It will take patience, but she'll learn. Border Collies are very smart.

Either push it away when it licks u and say firmly, "NO!" or you could use a spray bottle of water. . .the spray bottle usually works great to break them of any bad habit. . .my grandparents did it to their dogs when they would bark all the time for no reason. . .it worked. . .cuz they dont understand why the bottle is way over on the other side of the room, but they are getting hit in the face with something. . .they learn quick. . .my grandparents dogs got to the point u just reach for it and theyd stop. . .strange, but it works

Pat him on the top of the head firmly and say Enough. Most dogs don't like that and will go away.

In the wild dogs are unable to carry food home for their pups in a carrier bag, so they eat their food and then regurgitate it. The licking is to stimulate the adult dog to vomit so that the pup can feed. This is what your boarder collie is doing.

Tell him 'No!' or 'No licking'. That's what my parents had to do with their dogs who were getting their furniture soppy wet. It does work.

Good luck!

Stop tasting so good? Just kidding!

I don't like my dog to lick me either, but I compromise and let her lick my feet. But nothing else!

Tell him no and make him sit. Don't give him attention while he
is excited / would up.
