Yes. The only thing that's missing from flat beer is the carbonation (whatever makes the beer bubbly). The alcohol level is still intact.

You can definitely get drunk from flat beer. It has the same alcohol content. However, you get intoxicated quicker using regular beer with the carbonation. The carbonation actually assists in pushing the liquid against the walls of your stomach where it is absorbed into the bloodstream.
The variance is not that great however. It make take 10 flat beers in two hours to equal 9 regular beers. But then again, thats drinking a lot in two hours as well.
Remember, as far as alcohol is concerned, there is the same of amount of alcohol in a 12 ounce beer, 5 ounce wine, and 1 1/4 ounce shot.

Doesn't matter, flat beer or non-flat beer still has the same alcohol content. Funny, sad and actual true story all at once; back in high school my friends and I got a keg one weekend, the party ended up getting shut down and since beer is at a premium when you're under age we couldn't just throw it out. So we filled up all kinds of empty containers with the beer, mostly empty 2 liter bottles and water jugs. We got completely blitzed off the disgustingly flat beer the following weekend. As an advantage though, flat beer goes down much easier through a funnel than carbonated beer does.

The reaction will not be as much as a normal chilled beer... also depends on individual and how flat the beer is. I would say u won't get drunk drinking on one flat beer.

Yeah, but why would one want to? Life is too short for cheap, or for that matter, flat beer.
