There's was a guy ( I Know) sitting in front of me & my friends the other night and he turned around acting like he was popping his neck and my friend said he looked at me and was checking me out from head to toe. Does that mean he wants to ask me out? Or does he just want a booty call?

Not really either necessarily. Everyone looks at the opposite sex, its part of human nature. he might like you but don't assume anything. if you know him, talk to him.
