I am being told by my current digital voice provider that I am not able to switch to another digital voice provider because the technology doesn't exist. Can anyone tell me if that is the truth because that doesn't seem right to me.

You can switch from any phone provider to anyone else. The problem is in porting your phone number.

Your digital voice provider is not obligated to port your number to any other carrier. It's one of the things Local Number Portability does not cover.

In the beginning LNP was meant to force landline companies to allow users to take their number to a cellular carrier, and allow users to take their number from one cell carrier to another cell carrier. As it stands, you can take your landline number to a VoIP carrier. But that VoIP carrier is not obligated to support a port to another VoIP carrier. And because you severed your relationship w/ your landline carrier when you ported your number to a VoIP one, you can't necessarily go back to them and ask them to port your number again.

In the end, while you can switch from one VoIP carrier to another, you probably can't take your number w/ you.
