You can contact a recruiter but he will probably end up turning himself in. I don't know how other branches of the service work but in the Navy when an individual is AWOL for more than 24 hours, DFAS (Defense Finance and Accounting Service) is notified and his pay is stopped. It's kind of hard to exist with no money coming in.
They really don't chase people down anymore. However, if this soldier gets pulled over for anything (taillight out, illegal left turn) when the police run his driver's license it will show him as a deserter or UA and the Police will take him into custody and turn him over to the armed forces.
If you have a close relationship with this person, I suggest you talk to him and encourage him to turn himself in. Yes, there will be punishment involved but it is better to take the licks rather than try to exist with no money or income and having to watch out for the Police at every turn.
His only real shot at not being bothered or picked up would be if he is a full blooded American Indian. Then he can live on the reservation where they are not subject to Federal laws just tribal. However, once he steps off the reservation, he is easy pickings.

It would be best if the AWOL individual turned himself in, but if you feel that it is the right thing to do, you can contact the local law enforcement agency if he has been gone for more than 30 days. If you want to do him a favor, call the local recruiting office, they may be able to get him to turn himself in. If he is arrested for desertion he is looking at definite jail time. If he goes back, he may just get a smack on the hand and a dishonorable discharge.

you may call the closest base from the Branch the person is AWOL from. Altrenatively, you can call a local recruiter, who may be able to get you a contact point. This CAN be done anonymously as well.
BTW.. for all you people who advise staying out of it.. once this person is gone 30 days, it becomes desertion.. a federal Offense. and anyone caught harboring them could also be charged with a felony. It is actually in EVERYONE'S best interest if this person turns them selves in, but if they do not, this is the next best thing.

AS an army MP ( Military police officer) you have a few options, contact any military base near you or the suspect, contact the local police or sheriff dpt., or contact a local recruiter and they will contact an AWOL recovery team to come pick him up.But you must be sure he is AWOL first and not on leave.you will need to know for sure before you contact any of these people.

I wouldn't call anybody. It is not your problem for one. Secondly the awol soldier will know it was you who called and possibly seek revenge. Do you want a trained killer pissed-off at you?
