In Massachusetts they can because the policing of sections of the interstate that pass through towns includes patrols by police from those local towns. If the road sign says "NOW ENTERING X-TOWN" then there is a chance that a traffic violation will be caught by an officer from that X-TOWN (who may be in a marked or unmarked car). Just like if there is an accident that results in a car fire or need for a rescue there will be a fire truck or ambulance coming from that town.

In Baltimore City or Washington, DC - yes they can.
By law, Maryland State Police are not allowed to perform traffic enforcement operations in Baltimore City. On the same logic, county police departments are not allowed to enforce speed limits on Interstate highways.
On I-95 and I-895 in Baltimore City, Maryland Transportation Authority Police enforce speed limits.
Now, if a police officer sees a crime being committed, they have power to detain that person at the scene and call for the proper authorities to take the person into custody.

Sure they can, if that section of interstate highway is within their city. Interstate highways are areas of concurrent jurisdiction where the state police, state highway patrol, county sheriffs (if it's in their county) and city police (if it's in their city) can pull people over and cite them for any traffic violations.

Sure, the local police are the only agencies patrolling the freeways around here (Cleveland, OH). The Highway Patrol only takes over outside of the local metro area.

YEP. The highway patrol (here in California) has jurisdiction on all state highways too.
Example: Beach Blvd., which starts at the beach and goes all the way to the mountains.

sure he can. The interstate street continues to be interior of his jurisdiction. i've got self assurance Virginia nonetheless has deferred prosecution for tickets. in case you have an otherwise sparkling utilising checklist you are able to ask the prefer to defer this one. The choose could gain this and in case you don't get yet another cost ticket the cost ticket is going away after 6 months.
