i do not want a kennel, just a shelter. i am looking to adopt a chow chow, young or old. this breed is hard to find.

get on the net and look for chow rescue groups they have several in canada

I think the best way to find one would be to contact your local SPCA. They will have information on all the other rescue centers in your area.
