Women's testimony is equal to half that of a man:
"Get two witnesses, out of your own men, and if there are not two men, then a man and two women, such as ye choose, for witnesses, so that if one of them errs, the other can remind her." (2:282)

I have not heard that exact term, but it might be related to the Bully Pulpit. According to wikipedia, "The bully pulpit can bring issues to the fore that were not initially in debate, due to the office's stature and publicity." A Bully Fable might be similar, with a story that is not true but makes people believe it is.
The Dawkins Delusion is the bulliest fable I know of. Oh yeah, also my understanding that all my understanding is just the random result of star-stuff and memes.

The bully fable is the oft told idea that bullies injure and attack others because they have low self esteem.
It is false.
Bullies, psychological studies have shown, are forceful and aggressive because they truly do believe that they deserve to be the ones in charge and have every right to use violence to obtain that goal because no one else is as valuable in their eyes as themselves.
