You are not "buying" a child.
The fees you pay, are the fees it costs the agency to find you that child (paperwork, appointments, legal fees, etc).
As a side comment, your question is revolting. Could have rephrased it better.

most adoptions cost money as most states require an adoption homestudy and that costs money. Its not called paying for the child, but for the administrative costs of checking backgrounds and doing interviews and the court time. The least expensive way to adopt is thru the foster care system.

In adoption you do not buy a child...there are agency fee's government fees, homestudies, post placement studies... International and domestic adoptions are different... for instance in China you pay an orphanage fee to pay for the care they did for your child...it is classified as a donation...

I do know a couple of people that have adopted and it was through an adoption agency, although it takes a long time and you have a long process to go through it is free.
