go to a library, or church. There are usually people there that are more mature and responsible.
Also, if you don't like crowds, find a hobby. I met one of my girlfriends when I was rock climbing. She was out there with some friends and our groups kind of started talking, and we had a great time. It wasn't awkward, like at a club or a bar, where you have to scream to talk to someone. It was like "Hey, you like climbing? Cool, I like climbing!"
The point is, you have to get out and meet people doing things you enjoy. That's the best way to avoid the scene.

Go to a gay bar. Gay guys will not want to have sex with you. They will want to have sex with other guys... unless you run into a bisexual or two...
Asking a guy to not want to have sex is like asking a woman to not want an interpersonal and meaningful relationship. I'm not saying you need to be a slut, but you do need to be open to the idea of how babies are made and that guys have a natural urge to fill the role nature gave them. I'm not saying that they shouldn't be into a personal relationship as well - that's very important, but to cut off the idea of sex is basically saying, "hey, I'm looking for a poor schmuck to pay for dinner for me, listen to me whine, and then dump him when a guy I want to have sex with comes along since my need for a counselor will be fulfilled by my cuckhold-in-waiting." Think about it. You know it's BS that you're not interested in sex unless you have a hormonal problem. The issue for women has always been focused around irresponsible child-making, not a lack of libido.
Maybe your problem is that you don't have enough female friends?
Oh... Now I get it. You're trying to follow the advice of someone in an earlier answer. Ok, look. The guys will want to have sex. If you are wise, you will know that it is ok to talk about sex. DO NOT TELL HIM, like one of my ex-girlfriends, that he ought to go to a hooker instead! That is crazy insane talk and sets an unhealthy precedent that it's ok by you that he pays other women for his sex life. Anyhow, if the guy is truly interested in you, then he will stick around even though you are up front about not wanting to have sex right away. In fact, he might like that... BUT, don't you dare use him like I stated above! I've met too many crack-head women that were like that from both sides of the mens' positions. They have this sick idea that they need to keep things separate somehow in an unhealthy way.
In the end though I can't say that not having sex after several dates with the right man would be the wrong thing to do. Nor can I say that forcing him to wait is wrong either. I keep running into sexual or counseling users... :P

This one is kind of tricky...most places socialize at the places you don't go....why don't you try taking up a hobby you enjoy the guy you are waiting for is probably someone you will meet doing the things you enjoy:)

What are your hobbies that could get you out? Do you ski? Do you like to play cards? There are usually groups that meet where you can just "be friends" with the people there, male or female.
