the static shock is cause your house is full of dry air due to winter time.
1. put a pan of water on the radiator, if this is what you have.
2. put a pan of water into the heater unit where the filter goes.
3. buy a humidifier for the house, to put more moisture into the air.
Imagine living in a dry hot box all day.....how parched and dry would your skin be? This is what the cat is living in. Need to add moisture to the air, even leaving a few large pans of water stashed away behind the couch or plants can work, for the water will evaporate into the air.
Get some can food. Mix in a cap of vegetable or fish oil in with the can and split that up over 2 days. Can also use 1 raw egg. Do either every 3-5 days and over a few weeks the coat will come back. Don't do it daily for then you will give the cat a case of the runs.

Static electricity is quite common in winter. Has nothing to do with a dry coat.
Several things you can do. The cod liver "pills" your vet gave should be capsules. You can prick one end of the capsule and put the cod liver oil over your pet's food. Liquid cod liver oil can also be syringed directly into the mouth. The latter being the most effective for absorption. Your cat may not like you, but it will help his coat.
An all "wet diet" is bad for a cat. Especially it's teeth. Cats need dry food to keep their teeth and gums healthy.
If you cannot manage the cod liver oil (which is the best) I suggest you use a good quality dry cat food plus a dob of tuna once a day. Tuna is rich in good oils for skin/fur. When winter passes, wean it off daily tuna.
Science Diet, IAMS and even Whiskas are all good choices in dry food. I will not use Fancy Feast under ANY circumstances. If you really want to go the extra distance, make a mush of rice, liver and cod liver oil. B-12 also helps in the overall health of the animal. Also, use pedialyte in the water. In winter and very hot weather, I pour 1/4 of a container of pedialyte into the water bowl. Generic pedialyte is fine. It really helps with any dehydration caused by dryness or heat.

Get some cod liver oil and put some in his food.
If you are feeding him only dry food, stop - and alternate canned food with every other serving...[it has more oils in it.]
Ensure he is intaking enough water [I had to buy an electric pump water dish at PetSmart to get my kitty to drink more water] Cats like moving, aerated water.
I had the same problem my with cat - hair everywhere the minute you touched him. I did all the above in addition to once a week combing and now he is fine!

sounds like your house is to dry you need a humidifire. and maybe adding the cod liver pills right in the food. cat will never know if its mixed in...good luck

Get him off the dry food and onto eating canned.
Canned food is something like 78% moisture. Cats are meant to get water IN their food, not alongside it, and so they tend to be dehydrated.
Adding oily supplements is an option, but as you can see your cat has other ideas.
If you switch to a good quality canned, you'll be doing your cat a huge favor. I did this, and not only is dandruff down, but so is shedding. And other wonderful benefits.

I've heard that if you rub a dryer sheet on pets it gets rid of static. If his coat is dry there is probably something missing in his diet, try getting him a different kind of food, if you go to a place like Petco you can find a food that is especially made for dry skin and coat.

The cat's diet needs to be changed. Look up other foods that contain more oils..i started giving my cat sardines in soy bean oil rather than just the normal cat food. This seemed to help.

well we do this for both my dog and cat. wjehnever we have fish ( tuna, salmon etc) we give them the juice and a bit of fish.The vet was suprised by how soft their coats were and asked us anyhthing other than cat/dog food that we give them? we told him fish and he told us that is why their coats are so soft and shiney

you can give him lipoderm, they sell it at pet stores, or what i would do for my dogs is put a little olive oil in their food, that might work for a cat too
