I think he is using his name to get people to follow him. His last name is the same as a Persian dynasty, the Achamenids, and his first name has the same root as Muhammad, Mahmoud, Muhammad, M-H-M-D. Muslims believe that the returning Muhammad will have a name like this. I think he's a religous loon since he would be a fool to put all of those uber religious laws into effect.

I think he's both, and if GWB had wanted to shock the world, he would have responded to the Iranian's invitation, issued in the name of their common God, to meet and work out their differences. It might have worked, but more importantly, it would have set a higher tone for diplomacy around the world and regained some of the lost stature we've suffered since the Iraq invasion. Sure it would have raised Iran's profile, but that is happening anyway.
