My best friend Curtis and I were sitting on the library bench waiting for it to open. And I was cold and so Curtis put his arm around me and held my hand. Then he was holding me and rubbing my leg. Then as I dropped him off at the bus stop he held my hand all the way to the bus stop. Why?

Yup, he has feelings.
If he has been your best friend for a while then I would say what he is feeling has passed the crush stage and real love is blooming inside his heart.
Be very gentle with him, but firm, when you let him down. If you let him down.
Givng someone a chance, someone who knows you so well and with whom you have never put on any pretenses, someone you don't feel the need to impress, someone who will hold your hand when you are cold, can be the best kind of relationship.
Give him a try. Remember, these things don't last forever at your age so, even if it works out well, it will be over in time for you to have plenty of other boyfriends. Choosing your first love, someone who actually loves you back, will give you many many warm and wonderful memories when your are old, like me.

he very well could be developing feelings.. but also some guys are just really nurturing like that ... is he like this with other girls? is it possible he is gay? if he is gay he would be pretty super sweet all the time and have no desire for a relationship with yoou. just ask him after he does this type of stuff again, say, "why are you being so sweet to me lately?" and see what his response is.

he so has a crush on you all you need to do is let him be that way until he works up the courage to ask you out and when he does if you like go for it but if you dont simply say i dont want to ruin our friendship
