Confused... What does it mean?

I have known this friend for a year, and we usually go out and enjoy the occasional dinner together and maybe a late night coffee on other days. He used to pick me up and bring me back home when we go out. We were sitting in his car in front of my house one night talking. Then suddenly he kissed me, the first time he kissed me I got out of the car after that, and he said that it was too fast. The second time it happened, one thing led to another and I ended up staying the night at his house. This has happened only twice, and he tells me who his friends are and if they are going to come over to his house or not, and he always talks about what would happen if I was his gf. I have asked him about it, and he says that he doesn't want to. He isn't an Australian citizen and has since gone back to Singapore. I asked him about a long distance relationship and he said no, he's had bad experience before. But whenever we see each other after that, he hugs and kisses me. Is he playing with me?

What does this mean? Does he like me?

Yes and maybe some no too. Isn't easy to say whats in someone's head. Love is an interesting combination of feelings and it doesn't exactly mean we get what we want. This is really going to come down to how much the current situation is hurting you. If your fine with him showing you love when he can then things can be on the up and up. But from the sounds of it you need more that this guy is welling to give so might be time to let the boy know that he isn't really satisfing you but hurting you. He is at the very least playing with love and its going to burn the both of you but its all going to come down to making a relationship you both can be satisfied with or stop distration each other from finding one that is.
