A friend and I were wondering what the sort of 2 small white dishes did on the top of police cars...

I lived in the UK for 2 years and I don't know what dishes you are talking about...Some police cars may have a cctv camera as well as a thermal imager for seeing heat...such as from a persons body. And I know the vans have a metal mesh grate that can be slid down over the windshield to protect the driver durring a situation like a riot...other than that, I never saw any dishes,

Most likely they are a part of a communications system.

One "antenna" which allows for the headquarters to monitor their location and activities.

A second "antenna" to provide for data transfer for on-board computer equipment!
