I read it somewhere and Scarlett does it a lot in 'Gone with the Wind' which I know is fiction but is it true?

Only if the guy is a loser and a wimp. Scarlett O'Hara can't do it to Rhett Butler (in Gone with the Wind), who is a real man with total confidence in himself - flattery and ego strokes don't work on him because he doesn't need it.
It's like trying to polish a metal. If the metal is a base metal like iron or copper, yes, it works.
If the metal is gold, then it doesn't matter how much you polish it - it's not necessary.

Actually most guys with low self-esteem are easily beguiled and manipulated by a woman that hints at sexuality and intimate interest.
Using that to get what you want is called using your femine wiles... and it's generally frowned upon and will get you labeled as a tease before too long unless you're very subtle about it.
