Here's what you do. You say you are not getting a good enough picture when the flash is off. Well, that is because there isn't enough light. Try putting it in a place where the sun is shining through a window. Also you cannot hold the camera in your hands if you turn the flash off, you will get a blurry picture. Put the camera on a tripod or set it on something, turn the flash off, and use the timer function so you don't shake the camera when it takes the picture.

Figure out how to add more ambient lighting without using the flash. (digital camera).
Manually override the flash; block the flash, and bump up the brightness level with photoediting software. (digital camera).
Use a faster speed film which would allow you to take the picture without a flash. (if it's not a digital camera).
