Antarctic Ozone Hole, I think. something got to do with the drop of ozone levels in the stratosphere at the Antarctic. it had been quite sometime since i last took my Geography subject :( but i think that is the name you've been looking for.

The ozone hole comes and goes it depends on the activity of the sun and the sun angle to the south pole. The particles that leave the sun are all ionized particles.The magnetic field attracts beta particles to the north pole making it negative and alfa particles to the south pole making it positive. It is more pronounced when the sun is very active in our winter time and the high speed particles blow a hole in the ozone layer. That is when u see the southern lights.

I don't know. Most of the ozone holes I know of are in Washington, DC.
