If you want to get technical, I'd say very little. Most Americans only drink lower end sparkling wines (not champagnes) on new year's.

If you are asking about all bubbly, I'm not sure. It may be a decent percentage for lower end bubbly producers, but it's fairly low for good bubbly houses. Most people aren't looking for quality when popping the cork at midnight - they just want fizzy.

For fine bubbly, I'd guess that Christmas and Valentine's day have far higher sales.

I am gueesing maybe 15-20% of the annual champagne production. Not sure about sparkling wine in general, that may be more.
