Dachshund, French Bulldog, Havanese, Italian Greyhound, Japanese Chin, Lhasa Apso, Lowchen, Maltese, Min. Pincher, Norfolk Terrier, Norwich Terrier, Papillon, Pekingese, Pomeranian, Poodle, Pug, Rat Terrier, Mini Schnauzer, Shetland Sheepdog, Shih Tzu, Silky Terrier, Tibetan Spaniel, Yorkshire Terrier.
This is a bunch, and all should fit on your lap. I would research what the breed looks like, and its temperment and needs before getting one. I got this list at www.nextdaypets.com. I do not recommend buying your dog here, because I would never buy a dog without seeing where it was raised and meeting it's parents, but they do have a list in alpabetical order of a lot of dog breeds and info on the breeds. I would go there and read up on any breeds you like the looks of, and narrow my search that way. Once you have found what you think will be the perfect breed for you go to some breeders and meet the dogs. Then you should beable to decided the breed you want. Then the search is on for a good breeder. Good Luck and please research before you buy a cute dog that fits in your lap, because all small dogs are different with different needs, and you need to get a breed that will work for you and your family. There are already enough dogs in shelters and rescues, because people did not research what they were getting into, and bought on looks and such alone. There is a small dog breed that will be perfect for you I am sure, just research to find out what it is.
You may also find a small mixed breed that would be perfect for you at your local shelter or a breed rescue.
I also left a couple small dogs out of my list cause they are not regonized by the AKC, or have had personal experience with the dog and would not recommend it to anyone(JRT).

Papillon. I have one and he can be hyper someitimes and he loves to play, but he hardly sheds, is REALLY smart and picks up on training easily, He loves to sit in laps , even if you are not petting him. He follows me around and is SOOOO pretty. They are typically around 10-12 pounds but my boy is 8 pounds.
They can either have ears that go up or there is a drop-eared variety called the Phalene. I want a girl Palene as my next little dog. :)
Once you have a papillon you won't want any other small dog.
As a warning...if you look up pictures you will se cute little dogs with big ears and hair coming DOWN from the ears (so the ears resemble butterfly wings) your dog's ears won't look like that for a long time. My dog is 2 years old and his ear-hair is not very long still.

'Lap' dogs are better know as Toy breeds. These breeds include :

All of which have different temperaments. Be sure to read up about any breed before you purchase/adopt one.

Our Family has a Tibetten Spanial He is addorable as a pup he looked like a newborn StBernard now that hes full grown he looks like a StBernard that forgot to grow He is small enough to fit in your lap but hes not one of those yappy dogs hes very affectionate protective friendly and extremly smart You cant have mine he is a part of my family but if your looking for a small dog I strongly recomend looking into this breed

a lot of breeds that are small can fit in your lap. I personally have a yorkie and she loves being on my lap and is also VERY cute!
Yorkies are very loyal and cuddly.
So my suggestion is YORKIE...yay!
