Matt 18:18-20 "Truly I say to you, whatever you bind on earth shall have been bound in heaven; and whatever you loose on earth shall have been loosed in heaven. Again I say to you, that if two of you agree on earth about anything that they may ask, it shall be done for them by My Father who is in heaven. For where two or three have gathered together in My name, I am there in their midst."

Catholics would say Peter, implying it is only the power of the pope, or the organized church and it's traditions, not the individual believers. Matt 16:19 is similar to 18:18 and they attribute the mention of Peter in vs. 18 to confirm this position of their sole authority.

Jesus changed Simon's name to "Peter", the correct translation of "Petros" meaning stone. The rock is "Petra" meaning a large rock, or bed-rock. We, like Peter, are "living stones" (1 Peter 2:4,5). The statement of the "rock" upon which Jesus would build His church and that the gates of Hades would not overpower or prevail was what Peter told Jesus in vs.16. That Jesus is the Christ, the Son of the living God.

It is reassuring to know that our "rock" is not in man or man-made instituions, seeing how Peter would later deny Christ. 1 Cor 10:3,4 "and all ate the same spiritual food; and all drank the same spiritual drink, for they were drinking from a spiritual rock which followed them; and the rock was Christ."

I don't understand your question. All I can say is that St. Peter has the key to Paradise (Heaven) given to him by Jesus Christ.

If you refer to a city called Paradise, then the key to the city is with the Mayor.

Paradise is Avestan nonsense. All living things die, and once dead, they are dead. We live on through the lives we touch and the good and evil we do. We embrace ethical living because it enhances our lives and those of our family and neighbors, and did so before anyone heard the names Moses, Jesus, Mohamed. Right conduct, knowing we conduct ourselves honorably and responsibly, showing compassion and not violence to others, these things are their own reward.

If God is real, why should God bribe us for right conduct? Why should we need such a bribe? Why should God threaten us for evil conduct? Why should such threats be needed? What purpose is served by eternal self-indulgence in a garden? What purpose is served by roasting eternally in hell? No one thrives in wastrel existence paradise is purported to be. Such has been the ruination of Kings and Caliphs. no one is reformed and no cimes undone by flames. It is unworthy of God and unworthy of us if we are made in God's image to believe and promulgate such irrational foolishness.

Is God like a man, or is man like God? Are God's followers children who God must give candies for good behavior and a rod across the back for bad behavior? Adults need neither candy nor rods. Adults know what is right and do it, or don't do it, and if they do evil, other adults hold them accountable, and neither paradise nor hell are needful nor purposeful.
