If I go and get a new outfit to wear the next time I know I'm going to see this guy I like do you think he will notice me more? And do you think it would be to forward if I asked him to go out to eat with me and my other friend and her husband on Sunday?

A new outfit to get a guy to notice you is never going to work unless its like a short skirt and a low cut top but then you will look like a sl** you get what I am saying......But the whole asking him to go with you and your friend i think its perfectly fine.......

If he is a man who likes and gives attention to the "outside" of a person then you need to buy something new. I don't see anything wrong if you ask him to go out with you.
