Overweight is not a number, but your number is very high. I'm 29, 5'4" and 165 and I am overweight. No one believes that I weigh that much, but that is because my family has extra dense bones, so we weigh more initially. The number of pounds isn't the problem, the problem is fat. If you have excess fat, you should diet and excercise. I consider excess fat that which gets in the way of my daily activities. My belly has now grown to a point where it is hard for me to bend over from a sitting position. The extra weight also makes running difficult and painful for me.
Diet doesn't necessarily mean go on weight watchers or slimfast. It means to make an effort to eat healthy foods, and control your portions. My trainer told me to eat every 3 hours to keep my matabolism running, and make sure there is protein in every one. Just eating small meals or snacks in between. Starvation is actually counterproductive.

Replying to bikers answer, an average 5'6 foot woman should be over 120pounds, this would be underweight.
To your answer, yes you are overweight. Speak to your carer, and see if a diet can be arranged. Do not simply go on a crash diet to lose weight, you want one which will improve you health also, as all this excess weight will be putting strain on your heart.

Yes you are overweight, I am 15 year old guy and i weigh 99 pounds and I am 5'4", i am way underweight, solution to problem, give me 50 lbs and we both will be good.

Yes, you are overweight. Very overweight. A 5'6" woman should probably be somewhere in the 120's, and at 13 you are still growing.
You should get checked for thyroid problems, and if that's OK stop eating crap like McDonald's FOREVER.

from a medical perspective, yes. a healthy diet that forgoes sugary pop and excessive fried foods and add a good dose of proper aerobic exercise all on a consistent basis will leave you feeling very good about yourself, not to mention a healthier weight. but that's just my two pennies.
