It says you can apply for the grant if you are recieving child tax credit at a higher rate than the family element.
BUT surely everyone who gets child tax credit gets it at a highter rate than the family element because they also get a child element.

Can someone help explain this?

Ask yor midwife or Health Visitor.Lots of the mums I deal with just fill in the form and see what they get

Everyone with children is entitled to child tax credits, but not everyone gets the same amount. It depends on the family income. I don't know the exact amounts but i think if you and your partner have earnings of 15k or above per year you wouldn't be entitled to the sure start maternity grant. Go onto the tax credits website to see if they have any further info about the amounts, or just apply for the grant any way and then find out. You cannot apply untill about 20 weeks pregnant, and your midwife has to give you a maternity certificate for the grant application. Actually, your midwife will prob know more about the scheme.
