What does it mean when it asks can no one else claim you as dependent? I am married, can my husband claim me as dependent and I claim him as dependent? Or should we not put anything?

There are many cases to consider. I will assume you and your spouse are required to file taxes.

In this case, no one else can claim you as a dependent. So answer no to this question for both you and your spouse.

The definition of dependent appears in Pub 17, starting on page 27. It is a long and involved definition.

You are a married couple. You are each one exemption. No one else can claim you. Your best filing status is usually Married Filing Jointly. If you file MFS, you can lose out on some tax credits.
Your children, parent, sibling, grand if you provide over half of their care, provide a home for, etc. are your dependent(s).

A spouse can never be claimed by the other spouse as a dependent, but they can file a joint return and take an exemption for each of them.

neither you or your husband can be claimed as a dependent by the other...dependents are your children you supported
